

When the California legislature started circulating incentive-laden bills aimed at keeping movie production in Hollywood back in 2007, many industry types looked at it as “too little, too late.” After all, by then, 32 other states had begun offering incentive packages to filmmakers, and Hollywood was losing shooting days at a record pace.
